It is a new science-based industrial park planned cooperatively by Minhang District People’s Government, Shanghai Jiao Tong University, Zijiang Holdings and Shanghai Alliance Investment Ltd., etc. , integrating many advantages as scientific research, talents, capitals and industry and applying the market .operation mode. Today’s Zizhu Shanghai Zizhu Science-Based Industrial Park is co-invested by seven shareholders, namely Minhang District People’s Government, Shanghai Jiao Tong University, Zijiang Holdings and Shanghai Alliance Investment Ltd., etc. The foundation stone laying ceremony of it was held on June 25, 2002, and the planning area of phase 1 covers 13 square kilometers. In 2003, it was listed as municipal hi-tech development zone. And in March, 2006, the park passed the examination and approval of provincial development zone and was announced as a provincial development zone. At present, the park is prepared actively for the application of National High-Tech Industrial Development Zone. The park consists of University Park, R&D base and Pujiang Woods Peninsula. The University Park mainly consists of Shanghai Jiao Tong University and East China Normal University. The interaction and cooperation between universities and enterprises will bring the advantages of scientific research and talents of universities into full play. The R&D base is aimed at the new industries in the world technological revolution and the new development direction of traditional industries, to attract various R&D institutions and high-tech enterprises while promoting the construction of technical support platforms such as EDA platform, IP platform, design center of enterprise incubation, multi-project chip processing service center and venture investment center, etc. Pujiang Woods Peninsula is located in the southeast corner of the park, where it is planned to construct a large ecological international community. In the park planning, we adhere to the theme of "ecology, human, science and technology", emphasize the harmonious development between human and nature, and between work and life, strive to create first-class environment for scientific research, creation, investment and living. Meanwhile, we have always been adhering to the strategy of "invigorating the City through Science and Education", with "three districts linkage" as the carrier, sticking to the innovative development of "four in one", to promote scientific discoveries and technical creation. Furthermore, we spare no efforts to build an industrial agglomeration base with independent creativity, to enhance the scientific and harmonious development of regional economy. Functional Positioning 1) Industrial Function With integrated circuit R&D industry, IT and software R&D industry, new material and life science industry and animation comic game as the four main industries of the park, to attract hi-tech enterprise headquarters, R&D centers and risk investment companies to set offices in the park. 2) Service function We will provide scientific and technical innovative service for scientific researchers and hi-tech talents both home and abroad who work in the park. Human Resources Service, Risk Investment Service, Intermediary Information Service, Telecommunications Service, Transportation Service, Meeting and Display Service, Entertainment and Recreation Service. 3) Incubation function Mainly take advantage of the research findings of Shanghai Jiao Tong University, East China Normal University and the scientific research institutions in the park, to building consummate incubating system and hardware facilities, to support the industrialization of scientific research findings. 4) Function of attracting foreign investment Capitalize on the preferential policies granted by the government; depend on the advantages of talents and scientific research formed in the park; stick to the scientific industrial function and orientation, to form industry chain, minimize the operational costs of enterprises, to achieve the maximized effects of talents and industrial concentration. 5) Radiation function Shape the functions to penetrate into traditional industries, to make due contributions to improve the industrial added value and technical skills of traditional industrial bases in Wujing and Minhang. 6) Functions to support the urban construction and development within the area With the progressing of park construction, from penetrating effect, to improve the social comprehensive levels of Wujing and Minhang District. Interacting with the construction of new Pujiang Town in Pudong, spotlight it in the southwest of Shanghai and along the Huangpu River.
